Request for Proposal – Next Generation On-Line Technical Assistance (TA)

The ITSC is seeking to procure the services of a contractor through a fixed priced contract to develop a comprehensive set of requirements documents for a re-design of an ETA website http://www.workforce3one.org. As part of the effort the contractor will work closely with staff from ITSC and ETA (Employment Training Administration) in defining common goals and expectations of the re-designed website. In continuing the efforts to support state unemployment insurance agencies and the workforce system, ETA develops and shares learning opportunities and provides technical assistance to unemployment insurance agency and workforce system leaders and staff via a variety of delivery models including effective use of web-based solutions (e.g., webinars, podcasts, Communities of Practice, electronic newsletters, blended learning concepts, and other on-line training platforms). Many of these online resources are currently available on a single enterprise-wide online technical assistance platform, www.workforce3one.org. Resources cover a variety of topics including the federal-state UI program, adult and youth employment and training strategies, and employer services.

RFP - Unemployment Insurance (UI) Pilot Project for Preventing Improper UI Payments by Accessing Financial Institutions’ Data for Individuals’ Employment Detection

NASWA-ITSC is seeking vendor(s) who can provide financial transaction data monitoring services, widely employed by banks and payroll services firms for integrity and other reasons, to conduct a pilot project. This project will test the value of using banking payroll deposit transaction and/or payroll payment information from payroll service providers, and commercial employment and income verifiers to detect individuals who are receiving unemployment insurance (UI) benefits and who are also employed. Quick detection will allow for timely follow-up with individuals who may be newly employed. UI claimants who are employed are, generally, no longer eligible for UI.

The goal of this pilot project is to determine whether accessing financial institution and/or payroll service firms’ data is cost effective and can significantly reduce the incidence of UI overpayments due to unreported or underreported earnings or from delays in reporting a change in employment status. The contracted vendor(s) will be required to work directly with staff from participating states, the U.S. Department of Labor’s (DOL) Employment Training Administration (ETA), and NASWA-ITSC to implement the pilot project. The objective is to provide timely and prompt financial transaction information for the state agency’s follow-up with UI claimants to determine whether there is an overpayment of UI benefits, and provide a detailed report of the findings. RFP - Unemployment Insurance (UI) and Workforce System Connectivity Requirements Gathering Project

NASWA and the ITSC are seeking to procure the services of a contractor through a fixed priced contract to develop a comprehensive set of requirements documentation to define and structure the connection between states’ Unemployment Insurance and Workforce Systems business processes. These documents will outline both existing system infrastructure of six partner states, “As-Is, ” as well as newly defined business processes and system functionality, “To-Be.”

NASWA and CESER-ITSC is requesting vendors to submit detailed proposals, including task descriptions and pricing, for the services requested in the RFP documents below.

    NASWA and CESER-ITSC is seeking to procure contract services from a vendor to create informational messages in audio, video, and text format for delivery by state Unemployment Insurance (UI) agencies to their claimants. The vendor will also analyze and document the reasons why large numbers of UI claimants fail to report their return to work date timely and accurately.
