SUTA Dumping Detection System (SDDS) v2.0 and v1.3 tools now available
The SUTA Dumping Detection System (SDDS) is an automated system designed to help states detect employers who may be engaged in SUTA dumping. This refers to tax evasion scheme where employers paying high unemployment taxes attempt to shift their payroll and employees to a newly formed company with a lower unemployment tax rate.
The company with the higher tax rate is then “dumped,” leaving other employers to make up for unpaid taxes. SUTA dumping causes a large loss of UI tax revenues and compromises employer experience ratings. The application aids UI Tax staff and attorneys in the analysis of employer UI Tax account information and employee movement across different UI employer accounts.
